Have a look at http://www.codeproject.com/csharp/UseMsAgentCSharp.asp.

You can run C code user exits and Java in Forms, so you should be able to run this thing.

Yes you can use Microsoft agent in oracle developer by using active x control.See my topice "How can use flash button in oracle developer" follow the methods and perform task.
