Which version of Oracle developer suite (Forms and Reports) I can install that support Oracle 11g on windows vista?

As far as I know, none of the basic Developer Suite versions is certified with Microsoft Vista operating system.

Although, Oracle has released Patch 3 for Forms 10g; if you have access to Metalink (My Oracle Support, that is), you can obtain it there. Otherwise, I guess that you might be able to install it, but you can expect unexpected behaviour.

Check this OTN Forms forum discussion.

Furthermore, there is Forms 11g, but it is now part of the Fusion Middleware and is not any more available as a separate download.

As of Forms 10g and Oracle database 11g - it *should* work OK. Forms 10.1.2.0.2 was certified with 11g.

Finally, perhaps you should discuss your doubts with Oracle Support; it might be the best solution.
